Backtagging: I'm not the fastest, myself, so absolutely!
Threadhopping: As long as it's not marked private and it's not in private, feel free!
Fourthwalling: Go right ahead, weird him out! He's heard and experienced weirder than "your galaxy is fiction where I'm from". (also like...he's from a few thousand years before the bulk of the canon takes place so most of the stuff your character might reference might as well also be fiction as far as he's concerned!)
Veil: Eye gore. Implications are fine, a bandage over a missing/injured eye is fine, an empty socket is fine. Just avoid describing damage/removal!
Permissions - IC
Physical Contact: Sure! He won't like it if you, like, tug on his head-tails or anything but he is absolutely not touch-averse.
Relationships: Romantically, his heart belongs exclusively to his husband! However, he's down for casual hookups (and said husband is okay with him having them)!
Combat: His discipline is called a scrapper for a reason! He'll fight right back! Just check in with me before death or permanent(-ish) injury.
Mind Reading: Go nuts! He won't appreciate it, but he doesn't really have a great defense against it if he doesn't know it's coming. (might deliberately summon an eyeful in his mind's eye if he does. He saw another scoundrel-type do that once and he's stealing it.)
Feedback and Opt-Outs
His childhood involves slavery. His husband and son-in-law have suffered mind control, discussion of which may sound similar to real violations of autonomy. His adoptive son has a history involving child abuse. He's not likely to bring any of this up of his own volition (except perhaps the mind control, depending on the situation; most games have some freedom-restricting elements to them that might lead conversations there), but feel free to preemptively opt out for any of these, all of these, or for the character entirely, no need to say why.
